Development Process

Most types of building, subdivision and demolition work require a Development Application to be submitted for Council approval.

The basic stages of a Development Application assessment include: Preliminary Assessment; Lodging an Application, Assessing an Application, and Determination of the development application.

Following determination of the Development Application compliance with development consent conditions is mandatory and may require the lodgement of additional applications and/or information, payment of contributions or other works to be undertaken.

The attached pages provide additional information on each of these stages of the assessment process.

Preliminary Assessment and Preparation of a Development Application - Published: 12 Jul 2005
Before you undertake any construction, make any changes to a building or occupy a premises, you may need to submit a Development Application.

Development is a complex issue, regardless of the size or location of a development. Council recommends seeking assistance from professional consultants when preparing your development application. Determination of a Development Application - Published: 12 Jul 2005

Development assessment, reporting and determination must be in accordance with the provisions of the Environmental Planning & Assessment Act 1979 and the Environmental Planning & Assessment Regulations 2000. A Development Application may be determined by approval or refusal. An approval consists of Conditions of Consent, has a time limit and may require additional applications and information to be submitted to Council.

Additional Information on Subdivision Applications - Published: 25 Jun 2009

There are three forms of subdivision which may be undertaken: 

  • Torrens Title Subdivisions - As a rule of thumb, Torrens Title Subdivision applies where the development is over ground level only e.g. side-by-side dual occupancy.
  • Community Title Subdivisions - Community Title Subdivision is usually for larger development which involves the creation of common property e.g. recreational facilities which may be used by all residents.
  • Strata Title Subdivisions - Strata Title Subdivision may be applied for when the development affects more than one level e.g. tall buildings.
